Will I be paid??
In response to public health directives involving the COVID-19 outbreak, and under the advice of national, state, and local public health officials an increasing number of local educational agencies (LEAs) have implemented school closures. On March 13, 2020, Governor Gavin Newsom issued Executive Order N-26-20 ensuring California LEAs retain state funding even in the event of physical closure. Amongst other details, the order provides if schools temporarily close due to COVID-19, school districts must continue to pay employees.
This means that all bargaining unit members, ROP/CTE teachers, management, confidential, and pupil personnel services employees will continue to be paid.
I get a live check instead of direct deposit. How will I get my check?
We will be mailing all live checks. If you have just moved and have not updated your address, please contact your payroll person. You can also visit https://myhusdid.org/ and log in with your work email account and submit updates.
How does this affect my CalSTRS Service Credit?
In response to the COVID-19 school closures, The California State Teacher’s Retirement System (CalSTRS) issued Employer Information Circular Volume 36, Issue 4, Effects of School Closures Due to COVID-19, which provides guidance for LEAs regarding employee paid leave during a school closure. The Circular provides that because LEAs continue to receive state funding, there should be no adverse impact to a member’s service credit because the member’s earnings should reflect the compensation they would have received had schools not been closed. Furthermore, LEAs are advised to report the compensation like any other employer-approved absence. More information regarding the Circular can be found here.
What about CalPERS?
CalPERS has released their list of the FAQs, which you can read at Circular Letter #200-0-20.
Do I have to report to work?
In considering the direction provided in Executive Order N-26-20 and additional information released by CalSTRS, it is confirmed that employees can be in paid status during a school closure. With that said, there are details regarding remote learning, facilities, and other critical operational tasks, which must be maintained during a closure, so it is recognized that it is necessary that some job classifications report to duty during a school closure. Other employees are “on call” at home.
If you are on call at home, you must be available to work should we request you to come in. If you are NOT able to work, you will be using your leave bank (S, V, PN).
I am a substitute, what about me?
Certificated subs in a long-term position at the time of the closure will continue to be paid until the teacher of record is released to work. If our closure is extended, you may be called upon to provide distance learning services to our students.
Classified subs in a long-term position will be determined based upon need.
There are no other provisions for substitutes at this time. We would encourage you to visit the EDD Website to see if you may qualify for unemployment insurance.
I need a Verification of Employment (VOE) completed. Is the District still processing them?
Yes, only if they are received via email at email@example.com.
